At the same time, he investigates a priest found dead in a whorehouse. Spellacy's brother (Robert De Niro), a Catholic priest, is meanwhile attempting to expand his church through Jack (Charles Durning), a shady contractor. While the two police cases and the real estate deal seem a world apart, Spellacy discovers an insidious connection involving money and power.

When Cole fights off his stooges, Venarius recruits Cole's old ninjutsu school rival, the vicious Hasegawa (Shô Kosugi), leading to an explosive showdown.

This riles local brothel madam Erica Page (Allison Hayes), so she employs Cane Miro (John Ireland), a hired gun with an axe to grind, to bring an end to Hood and her brand of justice. When Miro meets Hood, though, he is struck by her strength and beauty. Still, the passion that begins to burn between them will not prevent their inevitable showdown.
